For the Southwest Saxony region, this thesis proves that for less land-consuming settlement development, the controlling actions at the regional level must also be adapted. Pilot projects and model projects in recent years have already set the course for this. In this respect, it is no longer just a question - whether - but - that - the regional area control is adjusted. Only in this way can the current challenges of settlement area development be controlled more effectively and thus more sustainably. This no longer requires control, but concerted action and the cooperation of different actors. Informative, planning, operational and reflective tasks should be strategically aligned, instruments and competencies assigned and also coordinated across the board. This work analyzes the need for adjustment based on extensive empirical data. In addition, a new approach to regional area control is formulated and verified for Southwest Saxony. As a result, dedicated key topics, strategic fields of action and consistent organizational structures of future regional area management are derived, which can also be interesting for other regions. The systematization and operationalization of area control actions in the regional context also contribute to this.
In view of the many structural and technical political influences, the adaptation of regional area control is in practice a long and complex process. The author wants to make a contribution to the discussion and is directing his work at experts and regional politicians.
