Azerbaijan has gained in importance in recent years, not least due to oil and gas exports. The global players in the energy sector compete for access to fossil energy resources. The country's geopolitical location between Russia, Turkey and Iran also gives Azerbaijan a prominent role in the current international conflicts. In view of this, it is surprising that there is no intensive political science engagement with Azerbaijan in Germany. This publication aims to contribute to closing this gap. For this purpose, it is analyzed how an authoritarian regime was established in Azerbaijan. After independence in 1991, after a period of political instability, Heydar Aliyev came to power and gradually eliminated his political competitors, creating a power apparatus that weakened formal political institutions and kept them dependent on the state leadership. The regime stabilized through the successful 'freezing' of the conflict over the Nagorno-Karabakh region and the associated pacification within Azerbaijan. This authoritarian pacification of the country made it possible to rebuild the oil and gas sector, which was used not least to finance rentier state structures. The analysis of the political development of Azerbaijan also shows how authoritarian regimes can stabilize themselves against adversity. They combine existing and new, formal and informal institutions in a thoroughly creative way to create a new structure. In this way, knowledge can also be gained beyond the specific case as to whether and how authoritarian regimes can remain stable in the short, medium or long term and which direction possible change processes will take.
