While the rebels in eastern Ukraine are portrayed in the European media as "pro-Russian" separatists, they simply describe themselves as Russians. Russia urges Ukraine to dialogue with all "Ukrainians". NATO wants to arm and sends protection troops to the Baltic States. What collective identity is being fought for? When the multinational empire - the Soviet Union - collapsed in the course of the democracy movement in 1991, the identification processes of the Russian-speaking minorities in Estonia, Latvia, Ukraine, the Republic of Moldova and Kazakhstan etc. became the focus of increased research attention. The Russian-speaking population in Estonia today makes up about 32% of the population, about 25% of which are ethnically defined Russians. Despite their numbers, the Russian-speaking minority in Estonia did not mobilize to evade nationalization pressures in their residence state. The interest of this case study is directed both to the construction of identity and to the identity formation of cultural and political orientation through references by members of the minority to residence and reference states with a view to the institutionalization and codification of borders and national discourses and to trans- or international Actors.
